Try the following

• Close the game
• Rename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_Old
• Start the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worry
• Start a new save game
• Check if you still have the error
• Report back with your results for further steps on how to get your stuff back.

How long are you waiting for dust to spawn?  It can take nearly a week before dust will spawn the first time.  So, if you've only been waiting just a couple of days, it's not long enough.  You just have to be patient.  It does seem that after the first time, it does spawn faster but it will still be at least 3-5 days.  Once you get the 1st dust bunny and dirt pile, it doesn't take very long for the 2nd or 3rd of each to spawn, maybe a day between them.  You will only get a max of 3 dust bunnies and 3 dust piles at any given time.  They may be spread over different floors in the house too and not all in the same area.
