High School Download - Can't Play Sim After CAS, Loops Back to Manage World View

Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.90.358.1030
What expansions, game packs, and stuff packs do you have installed? All except for Batuu and a few kits
Steps: How can we find the bug ourselves? My game worked fine after installing Werewolves and have played without incident. I downloaded high school years today via EA Beta App. (I've downloaded everything via the app with little issue. When I did I uninstalled, reinstalled and restarted my pc and it worked fine.) Went into CAS built two sims to live in Copperdale. None of my purchased add-ons appeared, just base game. I uninstalled EA Beta App and reinstalled. All my purchases appeared. Took the sims I saved to my library and moved them into the empty lot in Copperdale. Heard the standard start music when you are about to play a sim and saw some glitches on the screen and it took me back to the manage world view. Went back into to Copperdale, clicked the household I just established and it took me back to the manage world view. I exited the game. Removed mods. Restarted computer. Went back in using EA App, started a new save, built a new sim, placed in Copperdale. Same thing. Took me to manage world view - unable to play sim. I uninstalled EA app. Installed Origin App. Restarted pc. Started another new save (3rd one), built a 3rd new sim, placed in Copperdale. Same thing. Took me to manage world view - unable to play sim.
What happens when the bug occurs? Any new sim even in new save files, cannot be played once moved into a lot in Copperdale world. When I try to play the sim, it takes me to manage world view every time and I am unable to play at all.
What do you expect to see? I expect to be able to play a sim household in the new Copperdale world.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

Not necessary to provide a screenshot, bc it just kicks me out of Copperdale top the manage world screen in an endless loop.

    Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199

    You won't loose anything. Just make sure to not delete any files  and make a backup.

    After renaming, repair your game by right clicking on the game in Origin.

    Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.

    • Options.ini (or just re-set all your settings manually)
    • Tray Folder
    • Screenshots/Videos/Custom music
    • Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
    • Custom content like clothing, hair, skins, make up ....
    • ConfigOverride, if you have your own configuration files.
    • Mods (one by one, making sure they all still work)

    The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.
