Do you have mods? I recently had this exact issue and I had to go look for mod updates. The most recent update to the game made many mods unusable.
Yes i have mods but i don’t think they play a factor in this because my other save file doesn’t have that issue. I just think my save files is corrupted because i’ve had it for 2 years now

No it’s multiple lots like one lot in sulani one lot in newcrest and many more
