Sims 4 - ps4,Packs won't appear
Hello! I've been having this issue. Without wifi/internet. My sim packs won't appear? Am I able to play with them without wifi? They only appear whenever I connect to the internet.

Is your PS4 set to "Primary"? You will need to make sure its set as your "Primary" PS4 to play DLC offline.
Go to:
[Settings] > PSN > Activate as Your Primary PS4 > Select [Activate]
