Sims no longer effected by weather. No longer get cold, or hot.

Steps: How can we find the bug ourselves? Be outside during late fall, winter when the temp says cold or freezing and look under your photo at bottom left of screen at your moodlets, If your wearing in appropriate clothing for the weather a moodlet will be there under your photo with the other moodlets telling you that your sim is hot or cold or something to that effect. Well that no longer occurs in my game, to any of my sims under any conditions. I can be in shorts when the weather says its cold, and windy and there is no effect on my sim.
What happens when the bug occurs? There is no effect on my sim by the weather like it used to be. If wearing warm weather clothing outside during a cold winter day, there is no mood let telling me my sim is cold, nor is there a effect on my sim in general.
What do you expect to see? I expect to have to wear appropriate clothing during different seasons and weather as I once did in this game. Now it doesnt matter what I wear or when I wear it. I expect to see the moodlet icon under my photo in the bottom left, letting me know my sim is cold or hot, etc.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.

Will it help to reinstall my game? My sims are no longer affected by the weather from the season's expansion. I power cycled my console a few days ago, and about a week ago I completely reset my console to factory condition except I kept my games, profile and saves. One thing I would like to note is that I have cold acclimation on a couple of my sims, but that doesn't supposed to make the effects go away completely but lessen them from what I understand, but I also checked my sims that do not have cold acclimation and they are also unaffected by the weather. Everything else having to do with the season's expansion seems to be working fine except for this issue.
