Sims no longer effected by weather. No longer get cold, or hot.

As @PipMenace has mentioned, please first check that Enable Temperature Effects on Sims is currently turned on. You can find this under Game Options-> Environment.

Is your Sim a Vampire? Vampire Sims are not affected by extreme temperatures, so they won't be bothered by hot or cold weather.

If this temperature effect is turned on, and your Sim is not a Vampire, please go ahead and uninstall and reinstall your game and your packs- let me know if that sorts the issue for you!
