I've tried repairing my game over and over, even without my mods folder and nothing has changed. My saves look ok though!

Not sure what the missing lots issue could be. If your saves are loading ok all the files are in the right location. Move your Mods folder to the desktop, trash the localthumbcache.package file and then load the game to see if it still happens.

Ok so I did that, and no change. Is there any way I could restart the game and the lots will come back?

I don't know. I don't really understand how lots can disappear. Have you looked for a bug report? I think there may be one for it. https://answers.ea.com/t5/Bug-Reports/bd-p/The-Sims-4-BugsOk so I found a link for houses/missing lots and one of the first things it says is "DO NOT SAVE GAMES IN THIS STATE" but is it bad that ALL of my sims families are saved in this state because while it wasn't working I kept adding workable cc since there was nothing to do with no lots?
