I am having the exact same issue. I am able to go into build/buy but not while I'm in live mode. I have to go to the map then click on a house then go into build/buy, I was able to save in build/buy from there but I can't save while I'm in live mode. Ive tried everything I can think of. I removed my mod folder, went back into the game and the "save" button is still greyed out. So that ruled out my mods as well I've also updated all my mods that needed updating. It says "Game loading is in process" but I'm clearly in the game I just can't save. Very frustrating
You should always trash the localthumbcache.package file as well as moving out the Mods folder which means you haven't ruled out it is a Mod issue. You're also still loading saves that may have been affected by Mods which are subsequently now broken/outdated. Does it still happen when you start a new save, create a sim and move them onto a Lot?
