Sims 4 crashing before reaching main menu

As your issue seems Mod related I would go there, as linked in that master thread. For what it's worth, your saves should not be in a scratch folder. The Scratch folder is created when you successfully launch the game IN the saves folder. When you quit the game it is automatically removed but if your game crashes it can sometimes be left behind but again, there should not be any Slot_XXXXXXXX.save files in there.
