Trash the localthumbcache.package file in your Sims 4 folder. If that doesn't work move your whole Mods folder to the desktop, trash that file again and see if it loads.

See it works when there isn't a Mods folder in the Electronic Arts folder. I've even looked up that corrupted file and there isn't anything there.

Right now I am adding batches of cc to a new Mods folder and deleting whatever errors are popping up.

    HAVING THE SAME ISSUE!

I deleted the corrupted CC, moved the localthumbcache to desktop, restarted game and got the same message- that the corrupted file is still there, but it's not! I'm lost. Did you end up finding a way to fix it?
