Add-ons not recognized on PC. Any suggestions?

The Sims 4 was incredibly laggy on my laptop, so I installed the EA App and game on my PC. However, when I opened the game for the first time, the menu claims I do not own Horse Ranch, Life &Death, and B&H expansion packs, and all the other expansion, game, and stuff packs cannot be selected in Pack Selection (that area is greyed out). I do not have this problem on my laptop where I reinstalled the game just to check and it all worked fine. I have no saves, cc, or mods installed on the PC. I only have the Sims 3 downloaded . 

I've uninstalled the Sims 4, cleared the EA caches, repaired the game, did a 1 by 1 reinstall of the packs, multiple times before contacting EA Help. They made me run through the same steps that I had been performing for the last few days and the Sims 4 still does not recognize my DLC, with the EA App stating I don't own the game. I purchased the game before it became free.  Any help on how to get my game to work would be appreciated.
