Cursor moving extremely slow / getting stuck / jumping

When I move my mouse cursor over the EA application and over color options for things in CAS my cursor slows down / gets stuck and then jumps across the screen. I’ve tried EVERYTHING. I already tried: multiple mice, changed my mouse DPI,Disabled in game over lay, exited out of background apps in task manager, restarted AND reinstalled EA app, updated windows and all drivers, I also uninstalled and reinstalled all my games and deleted all my mods and cc. On top of that I restarted my computer multiple times and left my pc unplugged for a long time and tried again and nothing works.
