Deleted game files - still showing up as installed

Hi everyone, I'm trying to download Sims on a new computer. I recently moved over to Steam, but most of my packs are on the EA app. I downloaded the game on Steam, then went to the EA app and downloaded all my content. When I booted up the game, everything but Cats and Dogs downloaded properly. The game gave me an error code when the new pack install pop-up came up for it and said that it needed to be installed. It says installed on the EA app and if I try to hit Uninstall in the Manage Add Ons section, nothing happens. The button doesn't work.

So I went into Program Files and found the Sims 4 folder, found the folder for Cats and Dogs, and deleted everything. It still shows in the EA App as installed.

I have now fully deleted the entire folder, with all of the add ons, and they still say installed in the EA app. I have deleted every cache I can find. There's no save files as this is an entirely fresh install. I know the files still exist somewhere, I'm just unable to find them. Recycling bin is empty, I tried repairing and also fully uninstalling and reinstalling the EA app, the files are still somewhere. I've also uninstalled and reinstalled the game on Steam a couple of times. No Mods or CC is downloaded either.

  • And to add - whenever I load up the game, it does not say I have any of the other expansion packs installed, except for the ones I have bought through Steam.
