Lozza4090 It's simplest to buy all your packs on the same platform. It sounds like you haven't spent any money yet, so if it's all the same to you, I'd suggest removing the game from Steam and installing it through the EA App, then buying everything there. While Steam is stable overall, it does require the EA App to be running while you play, and having two launchers just adds another point of failure.
However, if you do want to play through Steam for one reason or another, that's fine too. Buy everything through Steam to keep things simpler. If there's a good sale in the EA App you don't want to miss, don't worry, it'll come to Steam soon too, or Steam will be a part of the next sale of Sims 4 content.

Hipuzzlezaddict,
Thank you for your response, I’m just making sure that I completely understand what you are saying before I go and uninstall.
If I remove sims 4 from my ea app and steam and then log into my ea app with the account I logged in as before. (Or would I need to create a new account?) I would need to then install sims 4 as a new game. Then I can go ahead and wait for the next sale.
Thanks again!
