Check to make sure what ever antivirus you are using isn't blocking access to the executable folder. Was having the same issue today and just checked the inbuilt security/antivirus that comes with windows, turns out for some reason it decided to start blocking the executable from opening. made it allow the executable to run and now sims 4 works.
