Gallery Placed lots in Newcrest Dissappearing/Flipping to Residential

Wondering if anyone else is having this issue...

I recently updated to the latest patch Oct 2, prior to this I haven't been able to play so I removed all CC/Mods (which allowed me to finally load into a household >_>) so I am starting from scratch with a new default base game/rebuilding the worlds

Issue:

I can place lots from the gallery into Newcrest and originally they show up as their respective type (Residential, Bar, Gym, Restaurant etc), but If I go into Build/Buy mode or save the game they all flip to residential and then when I go back into them to flip them to the correct type the buildings won't load at all, presenting me with an empty lot and then they say 'incomplete build' 

Is anyone else having this issue?
