YuraineW I asked someone to look over your thread, and he said it's worth trying the other suggestions in the accepted solution of this thread:
It's about other EA games, not Sims 4 specifically, but of course there could be overlap in the causes since the EA App is throwing the error.
I also want to double-check that when you tried the new admin Windows account, the username on that account contained only letters that are standard to the Roman alphabet, and no accents or other symbols.

The other thing you can try is a repair install of Windows. This wouldn't delete your data—it's a way to refresh most of the OS files without wiping your computer.

As mentioned, it shouldn't delete your data, but if you get to step 14 and are NOT asked to keep personal files and apps, back out and start over.
