shealenex Is this test with no mods or custom content at all? If not, please try that before doing anything else, since even one bad mod or cc item could cause the symptoms you describe. You don't need to save your progress; this is just for testing.
Your dxdiag lists a number of BlueScreens of a few different types. Are you getting these while playing Sims 4, or in some other specific context, or do you not notice them at all?
The dxdiag also lists a couple of crashes of the graphics driver, or one of them. So please update the Nvidia driver to the newest version available:

Run the installer as an admin: right-click the download and select "Run as administrator." Restart your computer afterwards and before doing anything else.
Additionally, please restart your computer before you want to play Sims 4, and don't open anything else at the same time. While your computer has enough memory for the game and the OS, it wouldn't necessarily have much left over for other tasks.
If this doesn't help, please try again but with your computer offline. You can sign into the EA App and put it in offline mode, then disable wifi and/or disconnect the ethernet cable before pressing Play.
