darlasplry The EA App will always try to download new packs, although after you cancel the download the first time, it may not try again until you update or repair the game. Make sure you have automatic game updates disabled in Settings.
It's also worth noting that each individual pack is not that large, so you're not gaining a whole lot of space by deleting one or two. There might be other programs or files taking up more space that would be worth deleting instead.
Having said that, if you do need the space that badly and the EA App won't keep reinstalling your packs, let me know. There's an unsupported and kind of janky way to block this if you're interested.

darlasplry I'm not sure whether you want to hear about the unsupported workaround. If so, what you'd do is delete the folder for a specific pack you don't want to use, then create a .txt file in the same location with the same name. For example, if you didn't want Seasons to reinstall, you'd delete the EP05 folder in [install location]\The Sims 4.
Strip off the .txt extension, so the file is simply called EP05 as well (and you might need to tell Windows to show file extensions, which is an option in File Explorer under View), and the EA App won't be able to create the folder to reinstall that pack.
