@koalicja228 As a test, pause OneDrive syncing and then load the game (twice) to see whether the pop-ups disappear. Right-click the cloud icon in the lower-right corner of the screen to see the Pause Syncing option.
If that's not the issue, your antivirus could be blocking some changes to the Sims 4 user files, although there are typically more symptoms than just this one. Still, you can try setting exceptions for TS4_x64.exe and EADesktop.exe. If you need further help with the antivirus, let me know which one you use.

I paused the onedrive and loaded the game twice, nothing changed, welcome pop ups still there. I use McAfee; i found the exe files in my documents in the antivirus app but im not really sure if i excepted them from the antivirus :/ when i choose them to except them from the antivirus i click open but nothing happens, also when double clicking the exe files, im not sure if it should be like that, i tried to open the sims twice again but the problem is still there, so im not sure if i excepted them
@koalicja228 Just in case it's that simple, please confirm that you're working with the Documents folder that Sims 4 is actually reading, rather than a secondary folder. Here's how to find the correct folder:
https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/
Compare that path to the one to the Sims 4 folder from which you've been removing ReticulatedSplinesView. For the latter, you can right-click any file or folder inside and select Properties > General, then look for the Location.
If that's not the issue, please uninstall McAfee using the provided tool:
https://www.mcafee.com/support/?articleId=TS101331&page=shell&shell=article-view
You can reinstall it later; the idea is to briefly test with it removed entirely. As long as you don't do anything else at the same time, your computer should be safe.

im not sure if thats how its supposed to be, but the TS4_X64.exe and EADesktop.exe files u told me about are located in my program files, instead of the Electronic Arts file thats in my documents. Ive been removing the ReticulatedSplinesView file from the Electronic Arts file thats located in my documents. let me know if this could be the reason. if thats how its supposed to be, ill try uninstalling the antivirus
@koalicja228 The TS4_x64.exe file should be somewhere inside Program Files, as it's part of the game's program files files. These are separate from the user folder, in Documents > Electronic Arts. EADesktop.exe is part of the program files for the EA App. So yes, this is normal.

hi! im sorry for the late reply; i have uninstalled my antivirus and opened sims 4 twice, the pop ups are still there ;(
@koalicja228 Just in case you haven't already, please do reinstall or reactivate your antivirus. It's not good to go without one for any length of time, and you've demonstrated that this is not related to security software.
Please clear the EA App's cache:
https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/
and repair the game: open the App game library, click Sims 4, and select Manage > Repair.
If that doesn't help, please create a new admin Windows account. Make it local, as in, don't link it to your Microsoft account. You'll be able to launch Sims 4 without reinstalling anything, but your saves and other user data won't be available. That's fine for now and helpful for the purposes of this test.

hi! im sorry for the late answer. i cleared the cache and repaired the game. opened the game twice, pop ups still there. ive made a new admin account but when i open the game there theres no packs at all so no pop ups lol
@koalicja228 Just to be sure, you checked in the new account and none of your packs loaded in-game? Please list the location where you've installed Sims 4, according to the EA App. Open your game library, click Sims 4, select Manage > View properties, and you'll see it there:
Please also list the location of the Documents directories in your main and new Windows accounts. Search in Windows for command prompt, open it, and enter this command, starting with reg query:
reg query "HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders" /v "Personal"
In each case, you can write [username] rather than your actual username, but please leave the rest intact.

1. on both accounts, the install location is C:\Program Files\EA Games\The Sims 4
2. On both accounts, this is what popped up after typing this command : HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
Personal REG_SZ C:\Users\koali\OneDrive\Dokumentyalso, after putting up this command on my main admin account, the packs appeared in the 2nd account. but now the pop ups are appearing on both accounts
@koalicja228 The problem is probably OneDrive. The second account didn't help because you didn't make it local. A local account means one that isn't linked to your Microsoft account, as I mentioned, and it therefore couldn't use your OneDrive data. The fact that you can access OneDrive from your second account by definition means you've linked it to your Microsoft account.
Please create another new account, and this time, make absolutely sure it's local. Here's how:
Then test, a few times, and see whether you keep getting the pop-ups.

hi! ive made another account, ill add u proof that its local. the onedrive is disconnected on that account, as the cloud is crossed off. ive opened the game up about 3 times, and the pop-ups are still there on the local account.
@koalicja228 Honestly, I have no idea why this is happening. Once you've clicked through the notifications, you shouldn't ever see them again, and I haven't seen any recent reports of this same issue. You can try the other suggestions here:

But beyond that, I don't know what to tell you, unfortunately.
