lolaab3 I don't know that you absolutely need to play vanilla, but it's worth trying. Your computer is very underpowered for Sims 4 in terms of the processor, graphics chip, and RAM, so anything that increases the demands the game puts on your system could be a problem. Additionally, your C drive is low on space and your page file is small, meaning the CPU is going to have to do a lot of swapping while you play, especially if you're running anything at all alongside the game itself.
So what I would suggest is testing with no mods or cc, and if that alone doesn't help, with no mods or cc AND immediately after restarting your computer, with nothing else running. Putting the EA App in offline mode may help too. That would cut off your access to the Gallery but not affect the game otherwise.
I'm not saying you can't play, or even that you can't play with mods, only that it may take some testing to find a way to make the game run better. I don't know that the problem is the tattoo shop so much as the number of sims on the lot, all of which require resources to simulate.
