Sims 4 - Sims can't pay rent

Hey there, this is my first time posting here.

I've seen others post this issue and it hasn't been resolved or really addressed in any way and it's making gameplay really crappy (for me, at least). 

This issue only started occurring recently (a couple days ago) and it doesn't seem to be tied to my save file as I started a new one and had the same issue; my sim is renting an apartment and the option to pay rent doesn't appear anywhere, so over time the property value drops and the landlord comes to repossess furniture. The jpg I've attached shows the notification, and the 'pay rent' option isn't there.

Strangely, my sim was able to pay her bills but I guess this doesn't include rent.

I don't use custom content or mods so that shouldn't be an issue. I've also tried using the command households.force_bills_due and it didn't work for me (I did type testingcheats true first, don't worry.)

Please someone, anyone, have a fix for this. It essentially makes the rent pack unplayable which is abhorrent, and the rental playstyle is one of my favorites.
