I've been having this particular problem for months and I'm honestly unsure what to do at this point. My drivers are updated, I've already attempted the ssao lighting suggestion(to no avail), I've uninstalled and reinstalled the game as well disabling and re-enabling mods. run the game without mods. I've messed around with my in-game graphic settings. And tried anti-aliasing. Ive gone ahead and ran a DxDiag and there was no problems there
Jaxx776 It would be great to have more information: a couple more screenshots that show the issue, a dxdiag, and a screenshot of your in-game settings, for reference.
Here is the DxDiag and in game settings. I also included 2 videos #1 showing the shadows indoors around the picture frames and table, #2 showing the shadows from the fencing and stove.
Jaxx776 I see a lot of BlueScreens in your dxdiag. If you want to troubleshoot those, let me know.
For the Sims 4 issue, try disabling post processing, and if that doesn't help, switching to DirectX 9 mode. Both settings are in the lower-right area of the graphics options. In both cases, you'd need to restart your computer to see the effects. These are just simple tests; I'm not saying you necessarily need to play this way going forward.
If neither helps, right-click your desktop, select the Nvidia Control Panel, choose Manage 3D Settings > Program settings, find TS4_x64 on the list, and enable anti-aliasing, overriding the application setting. You can play with the other options here, for example 2x is enough to fix some jagged lines on my system but may not be enough for you, and your GPU can handle maxed settings here. These are the settings I generally suggest:
Antialiasing - FXAA: On
Antialiasing - Gamma correction: On
Antialiasing - Mode: Override any application setting
Antialiasing - Setting: [anything 2x or more is fine]
TS4_x64 is the DirectX 11 .exe, so if you want to test DX9 mode, apply the same settings to TS4_DX9_x64 as well.

I was able to get rid of the jittering around objects with the tumblr suggestion but still after following your suggestions my shadows still look jittery/pixelated. my game is in directX 9 and i modified my 3D settings but there was still no change.

For the BlueScreens, they wouldn't be directly causing any issues in Sims 4 unless they were happening while you played. But there could be an underlying issue affecting the game and also triggering the BSODs. If you'd like my help troubleshooting, I'd need some crash dumps. Go here:

For the most recent two or three files, right-click them and select Copy, then right-click your desktop and select Paste. Zip them together: right-click and select Send to > Compressed (zip) file. Upload the .zip to a free filesharing site (Google Drive, Dropbox, etc.) and link it here.
Its the same in Directx 11 or 9. The only file i have in my minidump folder is only almost a month old.

Jaxx776 Google Drive won't let me access the file, probably because it's set to Restricted rather than allowing "anyone with the link" to download it. But if the file is almost a month old, it's not going to be useful for any current issue and wouldn't be related to Sims 4's graphics issues anyway.
The errors in a dxdiag don't have time stamps on them, so I can't tell you when they happened. The Reliability Monitor (Windows key-R, perfmon /rel to open) would show you exactly when any given error happened. If you are getting newer BSODs and you still don't see any minidumps, that's concerning. But if the newest one is weeks old, you can let it go until and unless you see another sign of a system issue.
I've also been having the same issue for months! I've changed all the anti-aliasing settings that are recommended on other forum posts/reddit. I've tried windowed fullscreen vs fullscreen. I've turned off/on edge smoothing and post processing effects. I've tried dx9 and dx11. I've also tried to use SMAA and FXAA in gshade...none of these things have done anything, unfortunately. The edges of objects and sims look great, it seems to be an issue with lighting or shadows? I haven't tried to remove the dynamic shadows because, honestly, I don't want to haha...I'd like if the game could look good and still have dynamic shadows at the same time if possible :)
exactly its just lighting and shadows! SMAA AND FXAA did absolutely nothing, tbh im having this issue in other games too which makes me think it might be hardware issue. what specs do you have?
