Lgndofthestar Do you have any other Steam games installed? If not, please uninstall and reinstall Steam. Doing so would remove installed Steam games, at least if you haven't changed the location of the game library, so don't do this if reinstalling anything would be a burden.
If that doesn't help, or you don't want to have to reinstall other games, try changing the location of your Steam game library and downloading Sims 4 to that location. Here's how:

Then try again to install Sims 4.
Once this is sorted out, you'll want to uninstall the EA App version of Sims 4, then reinstall only the packs you own in the EA App, not another copy of the base game. You should be able to do this under Sims 4 > Manage > Manage add-ons.
