The mods folder or resource.cfg folder won’t regenerate upon reinstall/relaunch

I’m not sure what happened but my resource.cfg file just disappeared one day and I haven’t been able to relocate it what so ever, I have reinstalled the game multiple times and it still doesn’t reapp...
