I'm on a windows 10 pc with no mods or custom content used and all of the game settings are on minimum. I've already cleared the cache, repaired, uninstalled and reinstalled. So what do I need to do now?

Finally got it working. After the reinstall I cut all of the folders in the ea sims 4 folder and pasted them in the steam sims 4 folder then deleted the ea sims 4 folder.

I've finished the reinstall, the game loaded, but it says none of the ea content is installed and that a restart is required. I'm going to exit both steam and ea, then relaunch both. Hopefully it will work.

It's worth uninstalling the EA App as well, but don't uninstall Steam unless Sims 4 is your only Steam game, or you've already moved your Steam library out of the default Steam directory. Otherwise, uninstalling Steam will remove your installed games.
When reinstalling Sims 4, please create a new Steam library if you can. You'd need to have a second drive on your computer, or move the entire existing library elsewhere—last I checked, Steam didn't allow two libraries on the same drive. The point is that it's better to reinstall to a different location, but I don't know that it's necessary (or helpful, for that matter) for this particular error.
All 3 have exceptions/exclusions, and there's been no actions involving them in the last 2 years.
jerv2409 Please check your antivirus for any recent actions involving Sims 4, Steam, or the EA App. If you find anything, set the necessary exceptions/exclusions, and try repairing the game again.
The content file locked error completely locked me out of the game. I can't update or launch it.

jerv2409 Is the "content file locked" error causing any problems? I've seen a handful of other examples of this, all from Steam users, but no one has stuck around long enough to do more than the most basic troubleshooting. So I can't tell you why this happens or how to fix it, if it is in fact a problem.
The game taking a long time to load could be due to outdated mods or custom content, or to OneDrive interfering with your files. Or it could be a more extreme example of this known issue:

To test, try a clean user folder (remove or rename the one in Documents Electronic Arts so the game has to create a new one; you can restore the old one later), and use this method to find out whether your user folder is inside OneDrive's folder:
