This is the same for me since new pack Business and Hobbies. I’m not sure about this but I’m guessing it’s related to the "Mentor" system they’ve added to this pack. Most of my Sims have gardening skills and a few are Gardeners so this quite serious for them.
I think you may be right! Because it was working for me fine until the welcome wagon and a seem was mentoring me. (Which I have only seen before when working out at a gym or helping kids with their HW!)
