Me too! I even tried to "save and quit," to reload the game and come back, but it doesn't work. For some reason, it doesn't work with my sim, but whenever I hire a gardener, or ask another sim to water all plants, they do it (sometimes with the gardener it requires for me to "save and quit" to reload a couple of times (not just once) for it to work).
