Don't know if this helps, but my sims can water ONLY if they use the "Water" interaction available at Level 1 of the Gardening skill. After they level up and it becomes "Water All," then it starts getting buggy. I ended up using the hydroponic planters from Eco Lifestyle.
Ah. So that's why one of my Sims could water the plants his wife had planted because other than her, he's still at level 1 of gardening while she is level 2. What a weird bug.
