This is also happening in my game on XBox One.
In my case I have 3 of the selfmade pottery planters and one basegame big planter (with a crystal tree in it), I can not water the crystaltree/big planter, I can water everything in the small planters tho, if I choose "water all" on a small planter the sim will water all the small ones, then walk up to the big one and just stand there with the action disappearing.
For anyone who has Eco Lifestyle: There is a big planter in EL that keeps your plants watered, you can get it by using the cheat "bb.showhiddenobjects" in buildmode (not sure if you have to upgrade it to autowater), there is also a vertical planter in EL that you can upgrade to autowater (doesnt take every plant though). I'll be using those for now.
