I have every pack and no mods or CC, and I am having this issue. The only way my plants are getting watered is rain as well as one Sim did it autonomously. Otherwise, if I am the one to click it, it gets added to their cue, they walk over to the garden... and then they walk away with watering the plants and they still end up needing the water.
