Same here, I have a small business (no mods, on PC) in Nordhaven. I have tried watering my plants on residential lot, in marked residential and marked business areas. NPC sims if plants are part of business areas can water them though but not my played sim. Note: my plants are in the garden planter box. The Garden Pot item word fine. If I place them directly onto the ground, I can water them. Maybe a check on the Garden Planter Box item.
