I'm having this issue too, no mods or CC, watering or tending garden. I'm on PC
I can't water in the gardening boxes whether planted in a greenhouse or outside. The sim goes to do the action but gets stuck for a bit then the action cancels.
I tried planting new things outside in the ground, without a gardening box but once they matured I lost the option to water and then all plants die eventually.
Tried hiring a gardener but that didn't work, they get stuck looking at the plants for ages and then leave after clocking up a good few hours.
Tried moving lots, tried rebuilding the greenhouse, tried just usual going with the seasons outside, tried different families and different people in my household.
Only thing I've thought of trying, only just thought of it... which I will look at later, is buying the gardening boxes rather than making them.
