I'm having this same issue. in case it matters, my sim having the problem is on an off-the-grid lot. the unwaterable plants are in a garden bed. Edit: transferred all the plants to the ground and they are now waterable, and now I realize that the "great soil" lot trait also wasn't affecting the plants in the in-ground garden beds. plants in single pots are still waterable.
