I have the same issue, I didn't have mods in at the time. I can't water plants in the planter box that allows 4 plants. I moved them to the single planter pots and can water them. Weeding and spraying for bugs and harvesting work fine with the planter box, just not watering.
OMG I just tried this and you were right! I can't do it in the one with 4 but I can for the single plant one!
