Can't Water Plants

I click "Water All" and the Sims goes to the plant and does nothing. The queue prompt simply disappears. I've tried this with multiple Sims. "Tend Garden" also doesn't allow plants to be watered. Thi...

I've just started having this issue. I had the plants on dirt plots at first, then moved them into planter boxes. Still can't water them. Tried hiring a gardener to see if that would change and the gardener can't water them either. She can weed, spray for bugs and harvest just fine.

EDIT: I'm playing on Xbox, so no mods or CC
