[CD] [GTW] Retail worker/vets don't spawn for business as customer/Can't buy

No mods. No CC.

I'm having this issue as well since the update on 2/25/25. This is occurring at the Brindleton Pawspital. The vet clinic is not owned by a playable character and was not owned prior to the update.

No vets nor npcs spawn on the lot.
