[CD] [GTW] Retail worker/vets don't spawn for business as customer/Can't buy

I've not played the Sims in quite some time, when I returned to it now, I disabled all mods which were simple stuff like lower salaries and the likes. Took my dog to the vet, and there was no one there. It then hit me that a lot of places didn't have NPC manning the bars or stuff like that, though that may be dependent on time of day? Not sure. Vet clinic is a definite issue. I tried choosing another family and have them own it, but they were not there when I showed up with my main family. Also, when I changed families, they had no sick pets come and visit the clinic.

I tried finding the solution but the rabbit hole sent me to threads that send me to threads that send me to threads. I don't know where to go anymore.
