I am also having this issue now with the new update. No mods, never bought a vet, it's just the one in Brindleton :(
Yeah I was just using the Maxis one. No vets show up. EA can easily see this by simply loading the game up and go to a community vet and see if any NPC's show up. Podium will glow but no one is present on the lot. No one shows up. Kind of a problem for pets as they are needed for Spay.
