Are you using mods/cc ? Three are a few issues with service npcs not spawning though restaurants should work.
Retail has issues if you an NPCs own the retail lot but if it's your own or if you just visit an unowned one (never owned) they also work for me.
Do the game ones work ?
Sorry, don't get me wrong, but everything that u said isn't works... :( I'm having the same problem and I play in the PS5/PS4...
