Okay, I am still not convinced this is the same problem but here are the details.
I bought an empty lot, built a retail store. Stocked it. Then sold it.
What happened: I can put anything for sale into my inventory and leave with it, but I don't have to pay and it doesn't restock. Also It let me drag it to my inventory but if I tried to get the sim to just pick it up I was informed they didn't own the item.
What happened before the Feb 25th patch: I would be able to buy "X" item and travel away and back and the item would be restocked. I never got the ability to just drag it to my inventory.
I am linking a highlight (https://www.twitch.tv/videos/2393840571) from Twitch where I was testing workarounds for this bug, none of which worked. I am going to try to "move" my family to a new save and see if that fixes the problem and will happily let everyone know what happens.
