[CD] [GTW] Retail worker/vets don't spawn for business as customer/Can't buy

I'm also having this issue.
No Vets show up when I take my sick pets to the Clinic in Brindleton. No Mods or CC, and the Clinic isn't owned.
Also for restaurants the workers are spawning but appear stuck and don't go to their work stations
