Hi, I'm also having this issue with vets (PC).
It all started at the Brindleton Pawspital clinic, I reinstalled the game, no MODS or CC, and nothing changed. I had one of my households buy the lot and while I play with the owner + employees in the clinic it works, but when another household wants to go to the clinic and is not the owner it doesn't work.
I have created another vet and no matter where they are none of them work. This all started since the last update in February.
