This is a fresh save and loaded game, NO CC. The Magnolia Promenade lots are not staffing, the items outside (chess table says I don't have permission to use it) nothing can be bought at these EA made retail lots, no NPC traffic and these are valid retail lots all 3 are not working as of the last update.
