[CD] [GTW] Retail worker/vets don't spawn for business as customer/Can't buy

Someone posted a few days ago that vet clinics spawn no vets since the business and hobbies update on 2/25/25.  It was closed and said to see this post. I have the same problem and it is not related to this post.  Tried new save.  Have no mods or cc.  Other lots work (cafes spawn baristas and customers come), just vet clinics do not span vets and no customers show up.  I tried buying the vet clinic and still it didn't work, but I don't want to buy it, I just want to take my cat there and have vets spawn.  It has ONLY been after 2/25/25 update.  This post is from 3 months ago so not related.  The latest update has broke Cats and Dogs.
