Check baby interrupts all attempts to care for baby

Today I had to shift-click and cheat my Infant Sims' needs as they nearly starved while I was actively trying to feed them the whole time. The mother Sim kept canceling the action to take the infant to the high chair in favor of autonomously deciding to "put down" infant and "check on" infant. I told the mother Sim to take the infant Sim to the high chair, they walked by the high chair, added "put infant in crib" to their action list autonomously and queued up "check on" infant after. I was trying to feed the infant Sim and was unable to because the mother Sim is obsessed with picking up and putting down and checking on the infant.
