Looks like this bug is also not gonna be fixed this patch either. Maybe someday if enough info is sent to EA.
They don't make it easy enough for regular players to send in saves for bug fixes, though. Fixing bugs like this is clearly not a big priority. If it were the bug reporting system would be better. They've even implemented changes that hide the appearance of this particular bug, so it's even harder to detect and diagnose than before. Instead of, or in addition to, adding shopping carts to the UI, they should add a way to report bugs in game. Instead, we have to register to a forum, figure out how to locate the save file, find somewhere to upload the files, and then DM a guru (and if we use mods they don't want our saves). Only a tiny tiny tiny... fraction of players even have accounts on here or the Sims 4 Discord.
I also use mods. I use mods primarily to fix bugs. Regardless, because I use them, I'll probably never be able to share any save files.

I agree with a in game report bugs option. It will really help and other games like minecraft have a option like they. Hopefully it something they can add in the future.
