EA has implemented a non-fix for this. This means that the items are no invisible (most of them) but still there. The overlapping festivals seem fixed but the objects are not....

We fixed an issue where open street objects were being ‘shelved’ and never removed when traveling to an apartment building.
Fixed in Patch 1.120.140/ 2.26

I did a few test for this already and so far, it really seems fixed.
I've tested on a new save for apartments and r-rentals. I haven't tested existing saves yet but will do so and update here.
I have not tested dorms.
