This issue has reared its head for me, as well. I'm trying to get one of my lots working for ... going on six days now, I think. My game has basically ground to a halt.
In case any of this is relevant (this cracks me up, it organized bullet points for me automatically):
- The problem seems to have originated with another lot which was a vacation rental turned into a residential. That lot, too, was having an issue which seems to be resolved now, but at this point, I have zero trust in any resolution. (Also, see long point below.)
- The lot is functional for a very small while, then reverts. Nothing from removal of mods to game repair to rebuilding the lot (in sections, from what I've realized may be a tainted source) is working. (NOTE: I minimize use of mods, limiting them to fixes for minor issues which are unresolved on EA's end, as well as to minor game improvements.) Yes, I am at wit's end.
- I've been using AI, in a limited capacity, to help me. For one, it can read LEs. (I question what else it is useful for.) Every time, it cites the same error, "a zone spin-up sequence," and explains what this means.
- The problem ultimately originated in a "safe save" I was building up over time -- a copy of my save file with all lots built, and empty of sims. When I finally used it and moved sims into the houses, every house which had been non-residential and which was turned into a residential had the same problem: It was in the former non-residential state with the family occupying it (???), and had to be sold (???), tagged as residential, and the family moved back in. My first big problem, morphing into the current problem, was a vacation rental, turned residential, in Komorebi. As noted above, I think that one's fine, but a house nearby is hopelessly "entangled" in this nonsense.
- Nothing is working. Because I can either stop playing or do something, I've started rebuilding the house from scratch. It's pretty big. I've also wondered if this affects only pretty big lots.
- Help.
I had the same issue with a vacation rental lot in Mt. Komorebi. Not only that, but all the other community lots I had converted into residential lots eventually reverted back to their original types — bars, cafés, and so on. And of course I couldn’t access these lots and Sims anymore.
You can fix this by first moving the household out via Manage Worlds to any other lot. Then, return to the affected lot and manually set it back to residential. However, I noticed that for this to work properly without rolling back, there are two important things you shouldn’t do:
1 - Don’t change the lot type directly from the Gallery. For example, if you download a bar and want it to be a residential lot, don’t place it down as a residential right away. Place it as a bar first, and then manually change it to residential afterward.
2 - Don’t switch straight from a community lot to residential. This often causes the game to revert it back to the community lot and can even break your lot or save. Instead, change it to something like Tiny Home Residential or Haunted House Residential first, and only then switch it to regular residential. I don’t know why, but ever since I started doing that, it’s been working without issues.

I observed the same issue, but found a workaround if you have already placed a residential lot from gallery onto a previously community lot type: If you accepted the lot type change that the gallery is offering you, you can still make it work, by then changing the lot type to tiny home and then back to residential. This works 100% of times for me - it seems like re-selecting the residential lot type fixes the connection.
