My horses never play with the horseball. Not autonomously, and not when my sim asks them to.
When my sim asks them, a thought bubble with the ball appears above the horses head. Then they will walk to the ball and have the same thought bubble again. But then they just walk away.
I've found another post about that the horse refuses to play (https://forums.ea.com/idea/the-sims-4-bug-reports-en/hr-horsefoals-refuse-to-play-with-ball/12291052). But this is another issue. The horse doesn't have the refusing animation. They just don't do it.
That's still the same. Merging it. You do get the thought bubble and it's just the head shaking that's missing from the sound of it.
I've seen both behaviors and this would be hard to keep separate.
Place a horse ball down and have a horse play with it or leave them to autonomously play with it. After a while (possibly a few sims days) the horse will stop autonomously playing with it on its own and if you ask them to play with it they get a thought bubble of the ball and then shake their head and won't play with it.
